Investigation determined that the installer was still under contract with the retailer at the time payment was received, he had just recently received the carpet to be installed and was fully prepared to do the work or issue a refund. As there was no evidence to support that the circumstances were a criminal matter further police involvement was not appropriate. The complainant was advised that this is a civil matter which she will need to resolve with the installer on her own.
